Croatia, who were one of the nine top seeds in Europe, were drawn in Group I in St Petersburg on Saturday.
“It is a difficult and even group without a weak team in it which means we will play tough matches in short space of time. We are still favourites but there is no room for any slip ups as there are less games in this campaign,” said Croatia coach Niko Kovač after the draw.
The nine group winners will progress directly to the finals in Russia, while the eight best runners-up will take part in play-offs in November 2017. The matches will be played from September 2016 to October 2017.
