New price listing obligations for Croatian retailers introduced

In a move to increase price transparency and better protect consumers, the Croatian government has adopted new regulations requiring retailers to publish daily updated price lists online.

The new measure, set to take effect on 15 May 2025, is modelled on the so-called ‘Israeli model’ and aims to enable easier price comparison across different retailers.

It applies to products such as food, beverages, cosmetics, cleaning products, toiletries and general household items.

Retailers will be obligated to publish daily price lists on their websites in digital formats suitable for automatic processing and comparison.

This is expected to pave the way for the development of user-friendly apps and tools that allow consumers to compare prices more easily and in real time.

Economy Minister Ante Šušnjar explained that the goal of the measure is to allow better monitoring of price fluctuations for essential products, to detect market disruptions early, and to reinforce protection of consumers’ economic interests.

“Retailers will need to ensure that the data can be collected automatically by software tools, enabling a quick and reliable analysis of market trends,” Šušnjar said during a cabinet meeting this week.

In addition to online obligations, the decision also introduces the requirement to display an “additional price” at physical retail locations.

From 2 May 2025, alongside the standard retail price, retailers must clearly and visibly display the additional price charged on that day for the product.

This extra pricing information must be visible not only on shelves and individual items but also across all promotional materials.
