Croatians 11th best non-native English speakers in the world, Zagreb 3rd best city

Croatia is ranked 11th in the world when it comes English proficiency from the countries of non-native English speakers, whilst Zagreb is third on the list of cities. 

Croatia jumped up two places on the EF English Proficiency Index from two years ago to now be ranked 11th in the world with a score of 612 and in the ‘very high proficiency’ band. 

The index ranks 100 countries for their English language skills amongst adults who took the EF test. The results of 2.1 million adults who took the English tests were then analysed to create the rankings.

The latest index, which was realised just before Christmas, is topped by the Netherlands with 661 points. Singapore and Austria were in second and third place respectively, followed by Norway, Denmark and Belgium.

The index also broke down the data to reveal the cities with top non-native English speakers. 

In joint 3rd place with Stockholm is the Croatian capital Zagreb with 637 points and in the ‘very high proficiency’ band. 

Amsterdam topped the ranking, followed by Copenhagen.

More than a billion people speak English as a first or second language, and hundreds of millions more as a third or fourth. The 2022 report includes English proficiency levels by gender, age group, and region, within countries, and some English proficiency scores by city.
