Croatian government raises tobacco excise duties, prices to go up

Zagreb, 28 June 2025 (Hina) – The Croatian Government has adopted new regulations that will raise excise duties on tobacco products starting from 1 July.

The decision is expected to generate an additional €74.7 million for the state budget by the end of the year.

Under the new decree, the specific excise duty on cigarettes will increase from €53.10 to €56.10 per 1,000 cigarettes.

The minimum excise duty will rise from €117.87 to €124.20 per 1,000 cigarettes.

Excise duties on other tobacco products will also increase.

Fine-cut tobacco used for rolling cigarettes, as well as other smoking tobacco, will now be taxed at €120.50 per kilogram, up from €114.15. The same increase applies to cigars and cigarillos, which will now carry a duty of €120.50 per 1,000 pieces.

For e-liquids, which were previously not subject to excise duty, a new rate of €0.20 per millilitre will be introduced. The excise duty on heated tobacco products will increase from €185.82 to €198.50 per kilogram.

New tobacco products will also be taxed at €120.50 per kilogram, up from the previous €114.15.

While the primary goal of the new measures is to strengthen public finances, the government also expects positive public health effects as a result of higher tobacco prices.

The Ministry of Finance has stated that the price of a pack of cigarettes is not expected to increase by more than 20 cents.
