HZZO raising supplementary health insurance price from February 2026

30 December 2025 – Croatia’s Health Insurance Fund (HZZO) has confirmed today that the price of its supplementary health insurance policy will increase from 1 February 2026, following a decision by its Governing Council.

After completing a public consultation process, HZZO adopted an amendment to its decision on pricing, setting the new annual cost of supplementary health insurance at €180, or €15 per month.

The new price will apply to all existing policies as well as newly contracted ones from the start of February 2026.

This represents a significant increase from the current annual price of €111.49, or €9.29 per month.

The last adjustment to the price of HZZO’s supplementary insurance was made back in 2013.

HZZO says the increase is necessary due to substantial growth in healthcare system costs over the past decade. According to the Fund, the use of healthcare services has steadily increased, while prices of medical materials, consumables and salaries in the health sector have also risen.

In addition, broad inflation across nearly all areas of life has placed further pressure on the sustainability of the existing insurance model.

“The proposed premium of €15 per month is essential to ensure a stable and inclusive system that guarantees equal access to healthcare for all insured citizens,” HZZO said.

Despite the price rise, several vulnerable groups will continue to qualify for free supplementary health insurance, funded directly from the state budget.

HZZO maintains that the new pricing structure, combined with protections for low-income and vulnerable groups, is necessary to preserve a healthcare system that remains accessible to all insured residents of Croatia.
