Zagreb’s new cultural hub project moves ahead

ZAGREB, 27 July 2025 – One of Zagreb’s most ambitious urban and cultural redevelopment projects, the transformation of the historic Paromlin complex, has reached a major milestone with the formal signing of a €40 million EU co-financing agreement.
The funds, allocated from the Integrated Territorial Programme 2021–2027, will go towards the €95 million investment to convert the long-abandoned industrial site behind the city’s main train station into a cutting-edge social and cultural centre.
Spanning 36,000 square metres, the development involves the restoration of four historic buildings and the construction of two new ones.

These will house the new Zagreb City Library, multimedia halls, music studios, a canteen, a 330-space public garage, and other facilities.
The library will offer public access to over half a million books for the first time and serve as a central hub for education, culture, and community life.
Designed to meet the highest environmental standards, Paromlin is also Zagreb’s first fully climate-neutral public project. It will feature a solar power plant and advanced heating and drainage systems.

Completion is scheduled for early 2027, when the facility will open its doors as a modern space tailored to all generations and fully accessible to people with disabilities.
