Croatia submits record €1.07 billion request from EU Recovery Fund

ZAGREB, 26 July 2025 (Hina) – The Croatian Government has submitted its seventh payment request to the European Commission under the Recovery and Resilience Facility (RRF), seeking €1.07 billion in funding. This marks the largest single tranche Croatia has requested from the European Union budget since joining the EU.
The request follows the successful fulfilment of all 53 reform and investment milestones outlined in Croatia’s National Recovery and Resilience Plan (NRRP). The Government highlighted this as a major achievement, underlining Croatia’s position as one of the most successful EU member states in implementing its recovery plan.
Croatia is now among only three EU countries, alongside Italy and Portugal, to have reached this stage and submitted a seventh payment request.
The reforms and strategic investments that formed the basis for this latest request include several key developments. These range from support for entrepreneurship and the commercialisation of innovations, to the upgrade of high-voltage networks and the expansion of renewable energy capacity by an additional 1,500 MW.
Further initiatives include research into geothermal potential, the creation of a new reporting and management system for road passenger and freight transport, the development of a central interoperability system, and the enhancement of electronic public services. Also included are the upgrade of the eSpis judicial system, digitalisation of social welfare data, and investment in human resources to improve community-based services.
So far, Croatia has received €4.5 billion in payments from the EU’s Recovery and Resilience Facility. The most significant investments have focused on green and digital transitions, energy security and building renovation, education and science, healthcare, labour market development, social inclusion, and demographics.
