The City of Split has become the first city in Croatia to introduce a structured affordable housing model based on the leasing of municipal flats under clearly defined eligibility criteria.

As part of the new programme, a public call has been published for the allocation of 15 city-owned apartments for rent, aimed at residents who are unable to resolve their housing needs on the open market.

The initiative is designed for applicants who meet the requirements set out in the city’s adopted regulations, including social, property and housing criteria.

Apartments will be allocated according to a scoring system and established ranking list, ensuring transparent and criteria-based distribution.

City officials state that the programme represents a significant step forward in local housing policy, addressing rising rental costs and limited housing availability, particularly affecting young families and working-age residents.

The objective of the scheme is to provide long-term, financially sustainable housing solutions for citizens who are unable to access affordable accommodation through market conditions.

Applications must be submitted within the deadline and in accordance with the procedures outlined in the public call. Applicants are required to submit full supporting documentation to demonstrate eligibility.

Following the assessment process, a final priority list will be established, on the basis of which the flats will be allocated.
