Split launches affordable housing programme, plans 300 new flats by 2028

The Croatian city of Split has unveiled a new affordable housing programme aimed at improving access to housing and addressing one of the most pressing issues facing residents.
Mayor Tomislav Šuta presented the initiative on Monday, outlining a long-term strategy focused on increasing housing availability through new construction, better use of existing properties, and expansion into new development areas.
As part of the first phase, around 300 new flats are planned in the areas of Mejaši, Kamen and Ravne njive. The projects are already in preparation, with construction expected to be completed by the end of 2028.
In addition to new developments, the city will soon open a public call for the allocation of 30 currently vacant municipal flats. Of these, 20 will be designated for affordable rent, while 10 will be reserved for socially vulnerable groups.
The programme also includes cooperation with the Croatian Government and relevant ministries on a larger housing project in Korešnica.
The first phase of that development is expected to deliver around 350 flats, including approximately 160 designated for protected tenants, with the remainder intended for affordable rental housing.

City officials emphasised that the programme is designed as a comprehensive model, combining immediate measures with long-term planning to expand housing capacity across Split.
Public participation will play a key role in shaping the initiative. Residents are invited to take part in an online survey, open until the end of April, to help identify real housing needs and priorities.
A public event dedicated to affordable housing is also scheduled for 23 April at the Faculty of Economics, bringing together experts, institutions and citizens to discuss solutions and future steps.
