Minister of Justice, Administration and Digital Transformation, Damir Habijan, and Diana Mudrinić, director of the Trokut New Technologies Incubator in Šibenik, signed an agreement on Friday to strengthen cooperation in digital transformation and establish the Centre for Digitalisation and Artificial Intelligence for Šibenik-Knin County.
The agreement aims to support the development of digital and AI skills among citizens, public administration employees and entrepreneurs, while also promoting the wider use of Croatia’s e-Građani digital services platform and cybersecurity education programmes.
Particular emphasis was placed on inclusivity, balanced regional development and ensuring access to education for all citizens, including vulnerable groups and those with lower levels of digital literacy.
During the visit to the Trokut Centre, Minister Habijan said Šibenik had demonstrated a clear vision for development and recognised the growing importance of new technologies and digital transformation.
He praised the centre’s educational programmes for all generations, ranging from workshops for children to training for older residents, adding that strong demand and waiting lists confirmed the value of the project.
Habijan also highlighted Croatia’s progress in digital skills, noting that 59 per cent of citizens possess basic digital competencies, above the European Union average.
He added that more than 2.2 million citizens currently use the e-Građani platform, which offers over 121 digital services designed to save time and reduce costs.
Mudrinić said it was a major recognition for Šibenik to become the first city in Croatia to host a Centre for Digitalisation and Artificial Intelligence.

She explained that the project’s goal was not only to develop activities within the Trokut Centre itself, but also to encourage wider technological and digital transformation across the entire Šibenik-Knin County through automation, innovation and the responsible use of artificial intelligence.
The agreement confirms long-term cooperation between the ministry and local innovation infrastructure in the field of public administration digital transformation.
The signing ceremony was also attended by Croatian Prime Minister Andrej Plenković, Environment and Green Transition Minister Marija Vučković, Tourism and Sport Minister Tonči Glavina, Šibenik-Knin County Prefect Paško Rakić and Šibenik Mayor Željko Burić.
