Croatian postal market hits record revenue as parcels reshape the industry

Croatia’s postal market has reached a new quarterly revenue record, reflecting a continued shift from traditional letters towards parcel deliveries and other services.

Data published by the Croatian Regulatory Authority for Network Industries (HAKOM) show that postal-service providers generated around €115 million in revenue in the second quarter of 2026.

That was 16.1% more than in the same period last year and the highest quarterly revenue recorded on Croatia’s postal market.

At the same time, the number of postal services performed also increased.

A total of 65.5 million postal services were recorded during the quarter, up 7% year-on-year.

The biggest driver of growth was the parcel segment. Some 18.4 million parcels were handled, representing an increase of 13% compared with the second quarter of 2025.

Parcel services now account for around 59% of total postal-market revenue, underlining how the growth of online shopping and home deliveries is changing the industry.

The trend is moving in the opposite direction for traditional letters.

Some 37 million letter items were handled during the quarter, down 9% from a year earlier. Letters nevertheless remained the largest category by number of individual services.

International postal traffic also increased. There were 5.6 million international services during the quarter, 10% more than in the same period of 2025. International traffic represented 8.6% of all postal services.

The number of active postal-service providers fell by one to 24 after Tisak plus stopped providing postal services.

Croatia’s largest postal operator, Hrvatska pošta, retained its leading position despite a slight decline in market share.

The figures point to a continuing transformation of a sector traditionally associated with letters and physical correspondence, as parcels increasingly become the main source of revenue.

The development also reflects broader changes in consumer behaviour, with online purchases and direct-to-home deliveries creating growing demand for parcel networks.
