Croatia expands mobile public services as mGrađani user numbers surge

ZAGREB, 13 Jan (Hina) – Croatia’s mobile public services application, mGrađani, has surpassed 100,000 users, confirming strong public interest in simple, secure access to state services via smartphones, the Ministry of Justice, Public Administration and Digital Transformation announced on Monday.
The milestone highlights growing reliance on digital tools as Croatia continues the modernisation of its public administration system. The application currently offers 20 mobile public services, enabling citizens to complete key administrative and legal procedures without visiting government offices.
Following the successful integration of the initial services, the Ministry has confirmed that additional public services will be added, including the planned introduction of mZdravlje, a mobile health service.
Wide Range of Services Available
The mGrađani app allows users to manage a broad range of administrative tasks, including:
• Applying for graduate university programmes
• Requesting a European Health Insurance Card
• Monitoring the status of administrative procedures
• Accessing pension system data, including personal pension accounts and pension projections
• Viewing tax card information
• Submitting electronic documents for vehicle registration
• Accessing court case information
• Tracking claims related to employer bankruptcy
• Viewing mandatory fees for business entities
• Using discounts and benefits through the Mudrica Children’s Card
According to the Ministry, the ten most frequently used services are:
Korisnički pretinac (User Inbox), Moja mirovina (My Pension), Electronic Employment Record (Radna knjižica), Administrative Procedures, Moj račun – REGOS, Vehicle Registration Document Submission, Residence Record, Electronic Communication with Courts, Tax Card Requests, and the Mudrica Children’s Card.
User adoption has increased steadily since launch. The app recorded 30,000 users within the first two months, rising to 60,000 by the end of September. Growth continued throughout the year, exceeding 90,000 users by December 2025, and has now passed the 100,000 mark.
The Ministry emphasised that user feedback is closely monitored and plays a key role in improving functionality and expanding services.
Work is underway to implement minor functional and design enhancements, aimed at making the app more intuitive and easier to navigate. Special attention is being given to system stability, service connectivity, and improved monitoring of service availability to ensure reliable performance.
The long-term goal is for mGrađani to become a single, centralised mobile gateway for all state-provided public services, reducing administrative burdens for citizens and increasing efficiency across the public sector.
The development of mGrađani forms part of Croatia’s broader digital transformation strategy, focused on improving accessibility, streamlining procedures, and modernising public administration for citizens and businesses alike.
