€200 million deal to support companies and public projects in Croatia signed by HBOR and EIB

Croatian Bank for Reconstruction and Development (HBOR) and European Investment Bank have signed a new €200 million financing agreement aimed at supporting private sector investment and public sector projects across Croatia, with a strong focus on green transition initiatives.

The agreement represents the second tranche of a wider €350 million framework loan designed to improve access to financing for Croatian companies while strengthening the competitiveness and resilience of the national economy.

The funding will be distributed by HBOR through direct lending and in cooperation with commercial banks.

The money will support investments by medium-sized enterprises, large private companies and public sector projects focused on expanding production capacity, business modernisation, growth and the development of public infrastructure.

A significant share of the funding will also be directed towards environmentally sustainable projects. At least 30 percent of the total funds will support climate and environmental goals, including investments in energy efficiency and renewable energy sources.

The investment package is expected to help Croatian companies reduce energy costs, increase green investment activity and improve long-term competitiveness.

Speaking at the signing ceremony, European Investment Bank Vice-President Marko Primorac said the agreement demonstrated the EIB’s continued commitment to supporting Croatian businesses at a time when such support is most needed.

Primorac added that cooperation with trusted partners such as HBOR allows European funds to be transformed into concrete investments that support the green transition, protect jobs and strengthen economic competitiveness.

HBOR President of the Management Board Hrvoje Čuvalo said the agreement further confirmed the importance of the long-standing partnership between HBOR and the EIB.

Čuvalo noted that cooperation between the two institutions has lasted for more than 25 years, during which almost €4 billion has been secured for investment projects across Croatia.

He added that the new funding would further strengthen the country’s investment cycle, particularly in the area of green transition, while also supporting business modernisation, growth and public infrastructure development.

The latest agreement continues a long-term partnership between HBOR and the EIB which began in 2001. Since then, the two institutions have signed 29 financing agreements worth a combined €3.92 billion, supporting numerous investment and development projects throughout Croatia.
